Does the V-mount battery power the device directly or will I need a d-tap or other cable to connect to the 2-pin power input?
The SmallHD Ultra 5 Bolt 6 RX 750 Monitor Kit (V-Mount) would be directly powered. The back of the monitor has contacts that connect to the battery plate.

The SmallHD Ultra 5 Bolt 6 RX 750 Monitor Kit (V-Mount) is just a receiver attached to the Cine 5 monitor, there is no transmitter in this kit.

whats the max brightness when the bolt 6 rx activated because in my cine7 there is limit when it attached to the rx 70% bright ?
SmallHD does not list the SmallHD Ultra 5 Bolt 6 RX 750 Monitor Kit (V-Mount) as changing its brightness. Regarding the Cine7, SmallHD cautions "*Some monitors will default to Studio Brightness if the power source (voltage) is low to help save energy. Change power sources to allow for Full Backlight capabilities."
