Do you need a special cable to enable touch and pen use?
Sort of. To enable touch on a PC that doesn't support USB-C DP Alt Mode (ie the vast majority of desktops), you have to connect a USB 3.0 Type B cable (not included) alongside either DisplayPort or HDMI to the target machine. Alternatively, you can connect the included USB-C cable to a laptop that supports USB-C DP Alt Mode and have 65W power delivery, touch, camera, mics, display output and touch/pen support all rolled into a single cable.

How does this compare to the Viewsonic ID2456 or the new Smart Podium Mini? Looking at this for classroom environment
The Viewsonic ID2456 is a 4K touch monitor with MPP 2.0. For a classroom environment, 4K will make text feel more crisp and detailed, especially if your pen inputs are going up to a large TV or monitor as you write on the display. The 16:9 aspect ratio also plays nicely with any projector or TV you're presenting to.
The Pana only supports MPP 1.0; the principle difference is that MPP 2 support pen tilt detection, helping penmanship and brush strokes feel more natural but might be unnecessary for your purpose. The Pana's strong suit is the 21:9 wide ratio that makes multi-tasking very useful without cramping each window. For your particular use case I would suggest the Viewsonic.

Is the Pana pen a proprietary pen or can we use any stylus? I know my Viewsonic has MPP 2.0
I've confirmed by purchasing this monitor that it works properly with that support Microsoft Pen Protocol! This includes the newest Surface Pens and the Wacom Bamboo Ink 2nd Gen which I tested on the monitor.
