Is this backward compatible to use with my 1080/30fps cam AND/OR my 4K cam (and usb 2.0 + ports) ?

The ANDYCINE U3 4K HDMI to USB 3.0 Video Capture Device would work with your 1080 30P camera, as well as your 4K camera so long as the 4K output does not exceed a 30P frame rate, but the USB 2.0 port on your computer may limit the formats that you would be able to intake the video in at, so you may as well save some money and get the USB 2.0 version (BH #ANU2H41) instead. I want to stream both video & audio from my Windows device. Will the card be recognized as _both_ video and sound output device?

Yes, the ANDYCINE U3 4K HDMI to USB 3.0 Video Capture Device can be used to stream from your Windows computer. The audio will be embedded on the HDMI, but the computer will see the device as a video capture device only.
