It it necessary to power on the Power (bias) on the Nexus A20 with this antenna attached? Or is Power (bias) not needed?

The Sound Devices A20-Monarch Wideband Omnidirectional Antenna (470 to 1600 MHz) is a passive antenna, so bias power is not needed.
