The DigitalFoto Solution Limited Coiled USB-C to DC Barrel Power Cable (1.6 to 4.9') is designed to output power via the DC barrel. It is not recommended to use to power in the opposite power flow direction.

I want to power a R5C using the Tilta L-series ...

I want to power a R5C using the Tilta L-series F970 battery plate. It has a 7.4v barrel output. Will this fit and adapt PD?

The 8V output would not be a good choice to work with if you want to power the R5C in all the modes. Also the output would be 8V and not PD using the cable DigitalFoto Solution Limited Coiled USB-C to DC Barrel Power Cable.

What will the negotiated DC Voltage be via the USB PD power?

The DigitalFoto Solution Limited Coiled USB-C to DC Barrel Power Cable (1.6 to 4.9') (B&H# DIZZ11) will provide 5V if connected to USB power, whether that is to USB PD, or to other high power options, or to regular 5V USB. As of this time (February, 2023), there are no barrel ports known to us that negotiate nor handshake for higher power delivery levels.
