Does this Videohub have the ability to switch cleanly between inputs, like the older CleanSwitch does?
The only Black Magic smart switch that offers clean switching is the Videohub CleanSwitch 12x12 B&H # BLSVHCS1212. It includes frame buffers on outputs, which allows to make clean switching between different videos with the same resolution and the same frame rate. The Blackmagic Videohub 20x20 12G does not include frame buffers on outputs. It works like a regular matrix switcher.

Is content quality or life of router impacted when 12G SDI cables used are 150'-300' long?
When outputting a video signal over SDI from a device such as the Blackmagic Design Videohub 20x20 12G Zero-Latency Video Router, the length of the cable can impact image quality if you exceed the recommended travel distance of the cable type for a given resolution and frame rate. For instance, a 1080 60P video signal should be able to travel up to 328ft without a loss in signal quality.

Do I need a power conditioner for this and an intake/exhausts fan for a rack mounting case?
What is compatible and recommended?
Power conditioning should not be necessary when using the Blackmagic Design Videohub 20x20 12G Zero-Latency Video Router but would not hurt especially if you are in generator environments. As long as there is the ability to circulate air from the Videohub to the outside you should not need extra fans. It should not be installed in an enclosed space with no ability to vent warm air or take in cool air. A rack mounted power conditioner from Furman is a popular solution for a rack.
