is it quiet enough to AC power a camera during a take?

It will make some noise, though less than a typical diesel generator. Similar to those, it should not be placed close to microphones or the noise will be picked up. Ideally there would be at least six feet of separation.

Would this product be suitable to run four x 400 Watt AC powered strobes on outdoor location?

The EcoFlow River 2 Pro is listed as supporting a 800 W draw. Ideally, if all four 400 W/s strobes are fired at once, you're looking at a 2 second recharge time. Possibly closer to 1 second, since X-boost technology allows this unit to support up to a 1600 W draw. In my experience with the Paul C Buff Mini-Vagabond which supports a 120 W draw, my Dynalite M1000 recharges from a full-power flash in about 8 seconds. My old XP1100 could recharge the same power pack in 4 seconds but that was AGM battery technology.

It is not safe to use the US version in Europe or Ukraine with only a plug adapter. The US version is designed for 120V, while Europe and Ukraine use 220V, and using it without a proper voltage transformer could damage the device or create a safety hazard.
