compagnon Element Backpack (Desert Brown, 20L) accepts the tripod on the side of the bag. Same place where you could place a large water bottle. The bottom of the case does not have straps.

There are side pockets on each side of the compagnon Element Backpack (Desert Brown, 20L), one would be open for a water bottle if the other is used for the tripod.

Yes, the compagnon Element Camera Backpack (Desert Brown, 30L) can hold the Sony FE 400mm f/2.8 GM OSS Lens with a Sony body attached and the lens hood reversed. The bag can also hold the Sony FE 600mm f/4 GM OSS Lens with lens hood reversed, however without a body attached.

you can. Although there is no dedicated strap to do that, there are 2 hookups on the main strap and the camera body which if you attach them in the crossover way can be used to secure the bag on the luggage handlebar in the straight-up position.
