How many stops of stabilization does this have on a camera without IBIS?
Although Panasonic does not state a specific number of stops the stabilization provides in the Panasonic Leica DG Vario-Elmarit 12-35mm f/2.8 lens, it is safe to say it will be about 2-3 stops. But also when using a wider angle lens camera shake blur is less noticeable as compared to a telephoto lens. Plus by having an f2.8 aperture the lens can achieve faster shutter speeds which also help reduce the risk of camera shake blur.

This zoom lens as well as the earlier version ii and most newer Lumix and pana/leica lenses have focus ring control (linear/non linear focus) available in the menu when paired with The GH5 ii, GH6,GH7,G9, and G9 ii with the latest firmware updates

Can I use the SmallRig Wireless Follow Focus Lite Kit or any other zoom controller to control the zoom ring on this lens?
This lens has a delicate rubber zoom ring. If you use a motorized zoom controller you might damage it. So I suggest that you get an inexpensive rubber tooth ring which you put on top of the lens zoom, with teeth matching the ones on your controller.
