Sony FE 16-35mm F/2.8 GM will give you 24-52 when using FX30 is that correct?
All lenses used on the FX30 will appear to be about 1.5x longer as compared to using the same lens on a full frame camera. So a 16-35mm lens on the FX30 will look about the same as using a 24-52.5mm on and FX3 or another full frame camera.

B&H says that there is image stabilization. Other sources claim that there is no stabilization. Which of these two is correct?
Sony FE 16-35mm f/2.8 GM II Lens (Sony E) does not have built in image stabilization. Most wide angle zoom lenses do not have built in IS. If you will be shooting videos handheld is recommended to match the lens with a camera that has built in Sensor-Shift, 5-Axis.

Does this lens have any field curvature or does it have a flat focal plane?
The Sony FE 16-35mm f/2.8 GM II Lens (Sony E) does have slight distortion at 16mm, but it's very hard to notice. If you shoot JPEG, the camera will correct the distortion. If you shoot RAW, you can use photo software (such as Lightroom) to help with the correction.
