Does the USB C plug work otg in Note 9? I have another c80 and the usb c will not transfer files. I have to use the USB A end with an adapter.
In the case of your experience it sounds like the Note 9 may have some issues accessing USBC storage volumes. I would proceed cautiously.

Does the swivel component click into place to prevent undesired swiveling, or does it swivel freely?
Swivelling is approximate free with little friction to avoid undesired motion when we not need it and I feel fine but data transfer speed is quite slow. Sometimes it asked after may be minute or later to copy the data without it properties, if we say yes then speed be raised like USB 3.0 otherwise it will be like 2.0. And one thing it is not necessary that device prompted for that so in that scenario you have to suffer with speed of 2.0.
