The 20L Urban Explore Backpack in Anthracite, from Shimoda Designs was designed with urban content creators in mind and is ideal for your next travel adventure. The removable camera insert can accommodate non-gripped mirrorless and DSLR cameras. Interior dividers help keep your gear organized and protected. Interior organizer pockets keep your phone, batteries, and cables secure. Designated exterior side pockets hold a water bottle or a tripod, and there are adjustable straps to hold your tripod in place. Carry the pack with the side and top retractable handles or the base handle. Wear it using the backpack straps or attach it to your rolling luggage with the trolley sleeve.

The interior dimensions of the Shimoda Designs Urban Explore Backpack (Boa, 20L) are 16.5 x 9.4 x 6.3" / 41.9 x 23.9 x 16 cm. It cannot fit the Nikon NIKKOR Z 70-200mm f/2.8 VR S Lens.

Any larger Core Unit from Shimoda series fit Urban Explore 25L so I can use entire space in the bag including top compartment?

The included Core Units for the Urban Explore 20 and 25 are the largest that are compatible. If you want more storage in a 25 liter Shimoda pack, the Action X25 will fit the new RST25 Core Unit, which completely fills the pack and will fit a Sony 200-600mm or Nikon 180-600mm lens attached to a camera. The RST25 inside the Action X25 is the maximum amount of gear storage in a 25 liter pack.

The Shimoda Designs Urban Explore Backpack (Anthracite, 30L) is too small for the Nikon Z8 with the Nikon Z 600mm f/6.3 lens attached. You can use that same bag and get this core, and that should work: Shimoda Designs Large Core Unit for Mirrorless Camera, BH #SHCULML.
