Hi, can you tell me what is the line on the filter for? Are you able to adjust these filters in any way?
Yes the Tiffen ND/PL 3-Filter Set for DJI Osmo Pocket 3 is an adjustable filter with rotating ring. This ring will then allow you to adjust the intensity of that ND grade. This filter will not act as a variable ND filter or Circular polarizing filter.

Can these filters be left on when shutting down the camera?
Unfortunately no. When shutting down the DJI OSMO Pocket 3, the Tiffen ND/PL 3-Filter Set for DJI Osmo Pocket 3 will prevent the gimbal head from rotating into the complete off position.
