After speaking with Shimbol, they say that the Shimbol Memory 7 Pro 7” Touchscreen 4K HDMI/3G-SDI Recording Monitor with 3D LUT Output does not have a delay when recording in 50p and 25p integer formats. However, there is a delay if recording in P59.94 non-integer formats; it will have about a 100 ms delay when recording time is longer than 30 minutes.

A power supply is not included with the Shimbol Memory 7 Pro 7" Touchscreen 4K HDMI/3G-SDI Recording Monitor with 3D LUT Output. If you are looking to run the monitor off of a power outlet I recommend using a AC adapter like the Power2000 AC-F550 AC/DC Adapter with Sony L-Series Dummy Battery (BH #POACF550).
