Misleading and difficult to tell if it is working or not

OK I ordered this because it was described as a battery charger and power bank. I did not realize that it uses the batteries being charged as the power for the power bank. Came with no instructions. Only gives charging status in 25% increments and never shows as 100% charged for my batteries anyway (which are new). The indicator goes blank after a while making me wonder if it is charging...no blinking light or anything. I thought this would be a quick charger for my Olympus batteries but it seems I could charge just as fast in camera using a different power bank which I think is going to be the way I do it. I will be returning this to B&H soon.
