The dust, crush, and waterproof 1637AirWF Wheeled Hard Case from Pelican is made from lightweight HPX2 polymer to protect your sensitive gear during transport and storage. The updated push-button latching system uses compressive force to tightly clamp the case shut on three sides. This edition of the 1637Air comes with three layers of Pick-N-Pluck foam so you can customize the interior to fit your specific gear. There's also a solid foam base layer and a convoluted egg crate foam lid insert for complete protection. Carry it with the three overmolded handles or roll it using the built-in wheels and  extendable pull handle.

Will the Canon EF 400mm f/2.8L IS II USM Lens fit in the bottom padded layer? How deep is the bottom layer of padded dividers?

Each layer is a little under 5 inches. This will not fit when using the top insert. The Pick-N-Pluck Foam Insert option would be better for that lens.
