I noticed that this only has 2x 12G SDI inputs and 2x 3G SDI inputs. Would Atomos create a version of this that can do this?
The Atomos 19" Shogun AV-19 Rackmount 4K HDR Monitor-Recorder-Switcher has the following inputs and outputs. It has two 12G in and one 12G output.
HDMI & SDI: 2 x 12G-SDI (6G/3G backwards compatible) + 2 x 3G‐SDI inputs. Level A & B supported. 1 x 12G-SDI out. 1 x HDMI in/out up to 4K60P.

Are the recordings accessible through the network interface?
No, the network connection on the Atomos 19" Shogun AV-19 Rackmount 4K HDR Monitor-Recorder-Switcher will not allow you to ACCESS the CFexpress B memory card. To access the media on the CFexpress B card, you would need a USB reader connected to a computer. I added a card reader that would allow you to import the files to a computer below:
