Will this work with an iPad (mini) as well as an iPhone?

The Polaroid Hi-Print 2 x 3" Pocket Photo Printer Gen 2 (Black), B&H # POHP23PPG2BK, is designed to be used with an iPhone; while it is possible to download it to a compatible iPad running iOS 17 or later, it is not optimized for iPadOS, so the interface will be scaled to the screen size of the iPhone unless you zoom in. When you zoom in, the user interface can be pixelated, but it should work the same as it does on an iPhone.
