Yes, if heavily diluted but I would recommend just using water and a pec pad to clean up drying marks

I've seen some include ILFOTOL in their home-made vinyl record cleaning fluids. Can I assume it to be safe and effective, combined with alcohol, as many record cleaners contain, anyway ? I don't know if ILFOTOL is alcohol-based, anyway.
There is no alcohol in Ilfotol. I am using for the same purpose in a Spin Clean record cleaner. Alcohol should not be used on vinyl as it will eventually make vinyl brittle.
Recommended mixture = 2 drops to 1 gal distilled water plus .4-.5 oz distilled white vinegar. That's all.

Yes, should be safe for both. It's basically a detergent.
