Yes the Manfrotto 678 Universal Folding Base will fit the 434B monopod. According to my information, the 434B and the 681 are the same models and this base will fit the 681.

I understand that the base made of three foldable steel legs can thread off and store inside the bottom of monopod. What is the size and thread count of the bottom of this base that allows it to thread on and off? Thanks
The exact threading is unspecified by Manfrotto. The thread seems specific to just this unit from Manfrotto, and not used on other Manfrotto models or competitor's models. The included inner thread attaches to the monopod via a non-threaded clamp mechanism that only fits the specific diameter of a select few monopods such as the Manfrotto 679, 680, and 681.

Unfortunately, the 678 Universal Folding Base is not compatible with the Manfrotto 562B-1 Fluid Video Monopod. This monopod does not have interchangeable feet.
