This 4 x 6" Soft-Graduated ND Filter Set from LEE Filters is useful when it is necessary or desirable to balance the light intensity in one part of a scene with another. This is especially true in situations where you don't have total light control, as in bright contrasty landscapes. Exposing for the foreground will produce a washed-out, over-exposed sky while exposing for the sky will leave the foreground dark and under-exposed.

Is there a lens mounted holder for this kit? I did not see it listed in the description as it was with the 100X150 filters.
Yes. Lee will make a corresponding 4x4/4x6 filter holder that attaches to your lens via an adapter ring. The ring will be sold separately, and will be the same size as your lens filter thread. I use the NiSi 100mm holder, so they should fit the Lee 100 holder, too. They are a little snug, since 4"x6" is 101.6mm x 152.4mm.
