does it work with Leica CL?

I have a 2 Leica R8's using either a motor drive or the DMR and have had no problems with using this tripod. It is very compact, well made and can be easily transported. I believe it can be used with the Leica CL as the threaded screw has been standardized throughout the industry. The tripod works with my Sony Cybershot without any difficulty. Hope this helps.

Can the rubber leg tips be removed? would this tripod be more stable without them on? (for extended time shots)

The older version of this tripod did not have rubber feet, which is what I use. The usefulness of the feet just depends on your use. They are of course intended to stop scuffing up the surfaces on which you're setting the tripod but I agree, probably have some small affect on stability. I don't use mine on table tops as the name suggests so I've been perfectly happy with the older model with use with Leica and Nikon 35mm cameras with normal to wide lenses mounted and speeds down to about 1 second.

If you are speaking of just the base, the center is roughly 3 and the legs, folded plus the base are 7 diagonally.

The diameter of the base plate is 1-1/16 . The three legs are asymmetric. The projected radius varies from 4-1/2 to 6 , and they can be positioned anywhere about a circle to adjust the center of gravity of camera and tripod.
