It Is 64cm From Top To Bottom Fully Collapsed, When Fully Extended It Is 126 .5cm. I Have Paired It With Valido Turtle Base, It's A Bit Lose When Inserted But When Knob Is Locked It Is Secured And Doesn't Wiggle.

Anyone else find the top of the 5/8" pin a bit flared so as to not be able to fit anything atop it? About 0.4mm wider.

Incorrect. I used a micrometer and found that the 5/8" pin atop my 40" C+ stand, along with all three 5/8" baby pins and the 1 1/8" to 5/8" stand adapter are all within tolerance. The two 5/8" pins atop both of my 20" risers are flared (0.4mm wider). I now have a separate riser (vs the kit) on order so am hoping this was just a bad run of the risers used in the 20" C+ stand kits.

What are the diameters of each Telescoping tube (in fractional inches) (not including junior/baby studs)?

The longest part of the riser pictured is about 1 1/4" in diameter. Each telescoping tube inside is only marginally smaller.

I have the 40" version of this and it's not as heavy as 9.5lbs despite being double the size so I think some people are copying and pasting dodgy specs here
