I've seen these hanging from the stand before when they are not in use. You can't get a wire safety cable through the small holes, what do you use to hang them?
You can buy a small hasp pin online and use rope or cable to attach to you stand

Is this the piece that inserts into the centre hole of the riser of my Matthews Low Boy Junior Double Riser Stand with Wheels?
Yes, you could use this stand adapter for that purpose if you wanted to. I do that myself when the minimum height of the low boy is just where I want my general fill light and I don't need to raise the strobe or boom it. Of course, your Matthews Low Boy already has a Baby 5/8 male stud, so this adapter isn't strictly necessary.
