First of all its cheap than i thought. usually those stand is $50 or higher. I worried about the quality because its cheap, BUT IT IS THE PERFECT STAND THAN I EVER USED BEFORE. it doesn't move. it tighten very firmly. If i need mic stand again, I will choose this without doubt!!

Yes, it can. Be mindful not to extend the boom all the way or the counter balance won't be as effective.
