Yes, the Audio-Technica PRO 37 is a condenser microphone and requires phantom power (48v).

can it be used film, or video dialogue, if used on 5 feet away?
A small diaphragm condenser like the Pro 37 can be used for indoor dialog capture at a close distance, but does not provide the directionality of a shotgun mic and would not be recommended for outdoor use.
