I would like to use this to position a small camera for use as a web cam. Could I use a SuperClamp to mount this to a table to position the camera?
Yes, you may use a Super Clamp with the Manfrotto 196B-3 Articulated Arm - 3 Sections, With Bracket for your stated usage needs. Just ensure your camera has a standard 1/4"-20 female tripod socket on the bottom of the camera for use with the included bracket.

Are the Manfrotto articulated arms made in Italy or elsewhere (like China)? Thanks for any information.
The one I purchased here says made in Italy. If you zoom in on the photo here on B&H in the middle of the front arm to the right of the Manfrotto logo you can see it has the model number on the top line and made in Italy in the bottom left portion of the box. Look carefully you can read it.
