The ClearSonic IsoPac B Isolation Package is quite effective at reducing the sound of drums being played and having the sound spill out to be picked up by microphones for vocals and other instruments, so it will be effective in reducing the sound throughout a house if the drums are located in the basement. Do keep in mind that the IsoPac B is not going to block out the sound completely.
