Will the belt fit a large person with a 35 waist?
The belt's length is 30 but there is a good amount of stretch. It would be a tight, snug fit for sure.

Is this made up of two different length belts that velcro together? And/or is one an arm/thigh belt? Can the pouch fit a Sennheiser G3 transmitter?

Approximate dimensions for the pouch (made with a stretchable material): 4 H x 2 W x 0.75 DThere are two belts that come with the WA580 bodypack pouch. One is 20 inches long and one is 30 inches long. They can be velcroed together to form an extra-large single belt.

Yes. it is made from Neopreme so it will stretch and fit most body and In ear packs from all manufactures.
