The Hosa Impedance Transformer Hi-Z Instrument to Lo-Z Microphone transformer features a 1/4" female Hi-Z input and XLR male Low-Z output. The transformer is intended to match a line-level signal to microphone level for mic input connections. The transformer pads the signal down, so that the impedances are matched.

will this work transforming a line level coming from a mixing board to a Magewell USB Capture HDMI 4K Plus?
No, the Hosa MIT-129 will not convert a line level signal to mic level and the connectors on this adapter are the wrong type. The XLR output on a mixer is male so you would need a female XLR connector on your cable or adapter and the mic input on the Magewell USB Capture HDMI 4K Plus is 3.5mm TRS, not 1/4". Since mixers typically have separate left and right output, you can use a line to mic attenuator cable like the Sescom SES-43DB-MZ2XJ 43 dB Pad DSLR Attenuating Line to Mic Level Cable - 18" (B&H # SES43DBMZ2XJ) which has left and right XLR female connectors to use for the output from the mixer and a 3.5mm TRS male connector for the mic input on the Magewell adapter. Additionally, the Sescom cable is designed specifically to convert line level signal to mic level.
