I use an Olympus underwater housing and Olympus UFL-1 strobe. Using the Nano Fiber Optic adapter along with Fantasea Fiber Optic cable has provided the connection needed for triggering the strobe giving a consistent flash flash result.

Adapter worked very well with the nano flash - only wish B&H would have shipped this adapter when I originally ordered the nano flash bundle. I received a fiber cable that did not have this adapter - had to purchase it separately after wondering why the flash didn't fire reliably. Anyway, good service as usual.

Can this be use to repair a cord where the original connector broke off.

Sure. You just slide the cable in to the hole and secure it by tightening the screw. So - as long as this is the correct adapter for your gear, very easy to use. I used it to connect to a Sea & Sea YS-25.
