What is the max load of this Manfrotto 500BALL 100mm half ball leveler?

The Manfrotto 500BALL 100mm Half Ball Leveler w/3/8" Screw for 100mm Bowl Tripods does not have a payload limit. However, it should be safe to use with up to 100lb payloads. This of course would be limited by your tripod support as well.

Will this work on the Manfrotto 546B tripod?

Yes it would work. The Manfrotto 546B is a 100mm ball tripod and it comes with a 75mm adapter for 75mm ball levelers.

Can a hook be screwed to the bottom of this or should I just consider a leg bag?

There is no threaded hole or stud on the bottom. The grip is smooth rubbery plastic so I don't think you can hang anything securely.

Can this leveling base be used on a Gitzo Series 3 Systematic tri-pod or would I require some type of adapter?

I doubt it would work and I've never seen an attachment that would allow the use of the ball leveler with that type of tripod. You would need a 100mm bowl tripod.
