You can attach the Manfrotto 259B Extension Column for 209 Tabletop Tripod - 10" to any tripod with a 3/8" mounting screw.

This extension is for the Manfrotto table top tripod. However, because it has a 3/8-16 threaded receiver, it could mount to your tripod legs and with a 3/8-16 to 1/4-20 reducing bushing you could then add a head and mount your camera. Don't know what you're trying to do so let me just say that the extension is not meant to hold much weight. Possibly a small, light weight DSLR with prime lens would be the limit.

Can I stack 2 (259B extensions) to get more height. I'm using a 3021B Manfrotto tripod with a 3130 fluid head? Canon HF G20 on top.

Yes, the male thread at the top can be threaded into the female thread on the bottom. Whether you want or need to stack them is another issue.

No. The 709 was basically a 209 with a built in ballhead that wasn't removable. So there is no way to put this extension between the head and legs.
