Can I just use this as a simple shoulder stabilizer by attaching it to the 1/4-20 thread on the bottom of the camera instead of using a monopod?
Yes. I tried this by attaching a pistol grip with a trigger-style shutter release to the female 1/4 X 20 thread below the the camera platform(Vello SB-800 universal pistol grip, available from B&H). It works, but it's a not a comfortable as a full-fledged rifle-style holder. The pistol grip is too close to your face to hold the camera+lens as steadily as I would like. I purchased a pre-owned brace that has an over-the-shoulder rest and a grip well in front of the camera platform. It is much more satisfactory, but it's bulky, not suitable for travel.

I contacted Manfrotto concerning your inquiry. According to Manfrotto, the closed length of the Manfrotto 361 Shoulder Brace for Monopods at minimum extension is 6.69 inches (170mm) long, and at maximum extension, the unit is 11.81 inches (300mm) long.
