what is the narrow width of the part? this is to determine the largest diameter base for a ball head that remains flush
Manfrotto does not list that spec. However they do list that is ideal for the 492 Micro Ballhead or the 700RC2 Mini Video Fluid Head. Here are links to both of those heads.

Would this work with a Foba mini ballhead?
It should. They should both accept a 3/8 screw and thread. The only concern I had was the overall height of the window mount, ballhead, and the camera, when in use, just make sure you have sufficient vertical space in the window opening.

I have a 95 mm Swarovski with extender and angle eye peace its 5 lbs works great no issues
