What is the stud size on top of the column? Also, the pictures appear to show a stud sticking out from the bottom of the column. Is this correct, and what size is it?

The top base plate has a male 3/8" and a set of grub screws for securing a Manfrotto pan/tilt or ball head there. The bottom of the column has a loop by which you can attach a counterweight.

This arm would require a ball head or pan tilt head on top first. If your camera has 1/4-20" thread at the bottom, then the added head will be able to hold it.

Is this better to mount a camera to a desk or is a Manfrotto 244 Variable Friction Magic Arm with a Manfrotto 035 Super Clamp without Stud better?
The 131TC is better if you wanted to attached an actual tripod head, since there is a base plate with grub screws on top to secure it. The 244 while shorter, offers more articulation and can be used on different surfaces depending on the clamp.
