Can this be used when fixing with Kodak Rapid Fixer Part A for both film and paper?

The purpose of an intermediary stop bath between developer and fixer is to stop the development process and thus prolong the life of the fixer. This stop bath should work regardless of what fixer you are using.

If you are concerned about it becoming exhausted you can test test it with a pH Test Meter or low cost pH Indicator Strips.
