Is this washer adequate for washing FB prints?
As long as the paper is smaller than 11x14 and will fit in the washer, there is no issue with using fiber-based paper in the Yankee Print Washer with Hypo-Eliminator Hose for 11x14 Prints. It will work with both fiber-based and resin-coated paper.

What are the holes on the side of the print washer for? To prevent an overflow? As well as that small tab in the middle of them?
Those are overflow holes and the tab is for holding the hose.
