I cannot say for Europe but I recently went to New Zealand which has 230v service and with the correct plug adapter it worked perfectly fine. Hope that helps

The Pentax K-BC90 Battery Charger is multi-voltage. It comes with a USA plug so you need an adpater not a transformer to use it in another country.

Does this charger work for other manufacturers batteries?
I don't think it will work for other manufacturers. The description says that it's for Pentax D-LI90 rechargeable Li-Ion batteries. It will work for several Pentax camera models that use those kinds of batteries but I don't think it will work for other manufacturers since there are so many variations between brands.
