I need to extend my network runs, possibly twice (resulting in 3 segments). The devices will not handle POE. Would the Outreach Lite work for this application or is there a better solution available?
You will need to use VOR-ORM (Outreach Max) to extend the power to the other units and make certain that the last link is a VOR-ORL (Outreach Lite). However, if you do not need PoE, I would recommend simply using the LONGSPAN Lite units. You would need 2 of these units along with the ability to power both sides of the connection with 12V power supplies. This will give you 200 Mbps full duplex speeds using the LONGSPAN pair.

Whait is the difference between the outreach lite and the outreach max Ethernet extender?
While both units need PoE to function, the Outreach Max MUST send power and data or the unit will not function properly. The Outreach Lite is the device you would use to extend data without power and additional 100 meters.
