AJA does not list a limit to the number of AJA KUMO CP Remote Control Panels that can control a AJA KUMO 1616 Compact 12G-SDI Router (1 RU).

How would this function with a 32x32 or 64x64 router? Is there a bank select style switch?
My controller only controls 16. If you need to control 32 or 64 you must buy a controller with the same amount of buttons. This basically controls a box that is located elsewhere. You put the controller in a convenient spot and the box is somewhere else. There is a cable between them. The controller has the buttons and the actual box has the BNC's connected to it. You just buy a controller that has the 64 or 32 buttons that you need.
