Only if your TV and set-top-box support Ethernet over HDMI. I am not aware of any that do currently. This cable is future ready.

Can this cable be use to extend an Atomos recorder cable placed on a crane?
If your Atmos uses HDMI-Full to HDMI-Full connectors then this should work fine.
Some Atmos products use HDMI-Mini or HDMI-Micro connectors on one end, which these would NOT be able to replace.

Will this cable function as advertised if I were to connect it to a PC Setup? I.e connect one end to the GPU HDMi-out in the computer to a external desktop monitor? Would this cable do that? (It says With ethernet and I don't understand what that means)
This cable will work fine. Ethernet over HDMI is only possible if your device offers an HDMI port enabled to offer Ethernet connectivity as well.

That said, it is generally advisable to use a higher bandwidth HDMI cable supporting version 2.1, such as the Kopul HDA-815P Premium Ultra High-Speed 8K HDMI Cable (16.4'), B&H # KOHDA815P.
