I have a HP TouchSmart IQ526t PC running windows vista TV Tuner, ATSC&NTSC w/PVR. My cable company is Cox using set top box DTA 250HD. Will this work with this set up?

No it will not work! This is for a MUXLAb HDMI over cat5 extender
