This Manfrotto 1 1/8" (28mm) Male Adapter is most often used to add a mount to the yoke of a heavy cinema light. The 3/8" screw slips through the hole in the yoke and is secured by the wing nut and washer. The 1 1/8" stud is then inserted into a stand with a matching "Junior" receiver.

Adapter for tethering case
I bought this to use with my "Avenger Roller Stand 12 with Folding Base" and my "SKB iSeries 3I-18135SNSC Waterproof Laptop Case with Sun Screen". I've added photos to make my review a little easier to understand. All the parts can be disassembled. The wing nut and round metal plate both screw on to the 3/8" screw, and the screw itself comes out. I found that to use this product with my stand and laptop case for tethering, I didn't need the wing nut, but I needed to add 2 regular 3/8" nuts and a wide washer for the following reasons. - The tip of the screw is way too long to go inside my case as-is. - The knob of the stand can't turn freely when tightening the adapter to the stand because the round metal pate rubs against it. The washer is necessary to give some extra room. With these minor (and very cheap) adjustments I was able to create exactly what I needed!
