Will this work with the D-Lite 400W/s RX 4 Flash Head? It requires 100W / 90 V / E 27 bulbs.

Why is the bulb marked "196v" and not "230v" as it is offered here and everywhere online?

According to the manufacturer that is the voltage at the bulb supplied after it gets through the monolight. It is correct for 230v usage.
