I also used this for my 3021B and can confirm it works. I also had to use the supplied, shorter bolt that came with it as my original was stripped. Happy to have a functioning tripod.

The lever on the upper extension of my Manfrotto tripod, model 3021BPRO, cracked and broke off. This R190 lever replaced the broken lever and was simple to install. The oval shape of the replacement lever is different from the more rectangular original, however it functions equally as well as the original.
