The Pantograph Top 4C model from Manfrotto is made of aluminum and features a 5/8" male mount on the bottom and a 5/8" female on top. Your load is supported by a steel cable that's 2mm in diameter. Loads up to 26 lb can be suspended by the pantograph as it comes, by friction alone, while up to 39.7 lb can be supported with perfect balance if you add optional springs. (This extra-long version of the Pantograph supports springs with a blue notch ring, such as MFR# FF3533. Please see the Accessories section for more info.)

Does this Pantograph turn 360 degrees? If not ...

Does this Pantograph turn 360 degrees? If not what would I need to make it turn left or right when mounted?

The Manfrotto Pantograph or any Pantograph works in such a way that you are able to pull it down or up, that's the mechanics of Pantograph. However if you referring to the moving the light 360 degrees - that could be achieved by rotating the yoke of the light ( depends on the manufacturer). Regarding the option of moving it left or right you will require to have a rail system installed. The pantograph also has a tensioner built and can be adjusted based on how much weight you have on it and in conjunction with the counter balance spring.
