Would I be able to swap the 3/8" screw for a 1/4" ...

Would I be able to swap the 3/8" screw for a 1/4" screw to place this on monitors that only have 1/4 20 mounting points?

No, the screw allows the unit to stay stationary in place. I would suggest a 3/8 to 1/4 bushing adapter Oben 3/8"-16 to 1/4"-20 Reducer Bushing https://bhpho.to/3jhOsH4
