72mm is my biggest lense thread so Ill buy 72mm , but I also have a 55mm lense and 67mm lense which i would use step up rings. How will this variable ND filter fare with the smaller lenses? Will i get bad vigneting or anything else?
I've used it on smaller lenses, it works great for me.

Can you or should you stack a ND Filter over a Circular Polarizer?
If the Circular Polarizer filter attached to the camera female filter threads on the front of the filter, then yes, it is possible to stack an ND filter on the front of the lens. Depending on the filters' thickness and the lens' focal length, this may cause some vignetting in the corners of the image, but it is possible for usage when you need both darkening of the scene as well as polarization of the scene.
