The CR123A-3V (3V) and CR-123A-II (3.7V) are not interchangeable. You will need to verify the required voltage of the device you're attempting to power.

The nominal rating is 3.0VDC. After charging, most likely the voltage will be higher than that for some time. As the battery ages, it will lose the capacity for over voltage.

What is the actual battery voltage after it is 100% charged? I have a Radioshock 3V battery and the tester shows 3.8V when it is 100% charged.

According to Vello, they sate that the Watson CR123A Rechargeable Lithium Battery (3V, 400mAh) should have a maximum voltage of 3.4 V when fully charged.
